The fisheries minister

An op-ed caricature for a piece about the shrimp quota. The brief said he is not a villain, he is just tired, so the bags under his eyes do most of the work.

The Gulf Review ran this at half a page opposite a column about the season's quota. I read three of his press conferences before I drew anything and kept coming back to the same gesture: he holds the lectern like it is holding him up. Everything else got quieted down so that one thing could be loud. Brush pen over a 2B rough, gouache laid in flat with no blending, one warm and one cool. Two roughs went over. They took the second.
